Roads cut off in Portugal: what citizens can do in 2026

The storms that hit Portugal in early 2026 left deep scars on the national road network. More than 336 closures were recorded on the national network alone, and the losses in the Médio Tejo region reach €185 million — half of them in public infrastructure.

In Penela, the situation is particularly serious. The Bloco de Esquerda questioned the Government about the "functional asphyxiation" of the municipality, where roads have remained closed for more than a month. The Minister of Infrastructure, Miguel Pinto Luz, admitted that resolving some closures "will take quite a long time". The municipal council has already invested more than €500,000 in emergency works.

But the Government assures that Infraestruturas de Portugal has resolved more than 90% of the road closures on the national network. The question remains: and the other 10%? And the municipal roads?

The invisible problem

The pattern repeats itself across the country: citizens know every pothole, every broken pavement, every degraded road in their area. But there is no public, accessible channel to document these problems.
